Question
When I make a change to a policy, the verbose audit log shows the entire policy being deleted then recreated, is this normal?

Yes, the verbose audit log is displaying information as it was designed to do for policy changes.
Additional Notes
- There is an enhancement request in place, DSER-14656, to clean up the logging to show only what specifically was changed.
