Cause:
One potential cause is the .Net 4.0 framework is configured to not use the classic application pool. The .Net 4.0 framework includes a new scriptResourceHandler section in its machine configuration.
Solution:
Applications designed to use the previous version (a.k.a "classic") will need to reconfigure the application pool. Check for this framework in installer and install into the "Classic .Net App Pool" instead of the default app pool.
