Symptoms
- Docker Enterprise Edition will not start
- Docker fails to run its samples
Cause
The cause of this issue is currently unknown.
Resolution
- The issue will be fixed in 3.6.0.1819 and higher
- The current ETA for 3.6.0.1819 is late October 2020
- As a workaround, add the following to Permission Rules for Policies if needed

C:\Program Files\Docker\**,
C:\Windows\System32\vmwp.exe,
C:\gopath\src\github.com\docker\**,
C:\Program Files\Docker\dockerd.exe
