- Global State: Approved
- Global State Details: File is unapproved, Publisher is globally approved (Manual), Certificate is approved
Answer
This indicates that the file itself is not globally approved, but the publisher/certificate is. This approval is conditional (the publisher/certificate chain must be validated)
